Work on this program began in 2020 with the development of the Transit Transformation Action Plan, which covers transit agencies in the nine-county Bay Area (Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano, and Sonoma).
